The Native Hawaiian Health Improvement Act or Public Law 102-396 set forth by the U.S. Congress in 1988 aims to accomplish the following: a) acknowledges the United States unique historical and legal relationship with Native Hawaiians from the 19th century to the present, b) finds the unmet health needs of Native Hawaiians are severe and their health status continues to be far below that of the U.S. general population, c) sets forth a comprehensive health care master plan to improve the health of Native Hawaiians to the highest extent possible, and d) identifies the structure, process, and programs to improve Native Hawaiian health.
